"The annexation cannot take place unless the reorganizing entities both pass a resolution approving the annexation of territory," Sager said.
Council members moved and seconded approval of the resolution and recorded that the motion carried. The resolution is a procedural step; if the Richland Township board passes a corresponding resolution, the council expects to return at the second meeting in July with an annexation ordinance and fiscal plan for final action.
