Rusty requested the authorization and described the proposed arrangement as a time‑and‑materials task with a not‑to‑exceed cap so the firm can quantify roads, identify patching needs, and obtain DOT permits and maps needed to put the work out to bid. "I'm just asking for approval tonight for the, 70,000 to let them quantify the year 10, state roads," Rusty said.
A motion to approve the contract cap was made, seconded and approved by voice vote; the meeting record does not record a roll‑call vote or a recorded tally. Staff said they will execute the agreement on a time‑and‑materials basis (with the agreed cap) and proceed with the work to prepare year‑10 state‑road bid documents.
