Planning staff explained the request was an amendment to an existing special-use permit because the market is an open-air retail use distinct from the restaurant’s authorized uses. The proposed market would operate noon to 7 p.m. on selected Wednesdays, use 10-by-10 pop-up tents and rely on the existing parking lot; staff said no additional construction is proposed beyond tents and that the restaurant would not operate the market at the same time.
Council members raised concerns about precedent for downtown character and whether the market should be handled as a recurring special event. Staff said central-business zoning allows open-air markets with council authorization and that the tents described are customary and fall outside building-code regulation for larger structures.
After discussion about parking and potential precedent, council members voted to approve the amendment; the council asked staff to coordinate operational details, ensure sufficient parking and monitor impacts so that similar requests can be evaluated consistently moving forward.
