The council on July 14 deferred action on a satellite annexation request for two Sunrise Cove lots after prolonged discussion about required water and sewer upgrades, private-road improvements and the financial terms under which the applicant would be reimbursed for availability fees.
Planning staff summarized the recommended applicant obligations: pay up to $45,545 toward upgrading an aged 2-inch galvanized water main for roughly 600 feet, construct a pressurized low-pressure sewer system to pump to the town’s gravity sewer on Go Forth Road, and make private-road improvements including drainage and a 60-foot turnaround for garbage and fire apparatus. Staff said the applicant’s work could be designed to accept future public connections and that the town would reimburse availability fees collected from future connections to the line for a 10-year window.
The applicant disputed some cost estimates and offered an alternative contribution figure; several council members asked for clearer documentation of easements, details about the proposed turnaround, how future connections would be charged and fairness to existing ratepayers who face deteriorated lines. One resident and property owner discussed on-site constraints, rock outcroppings and limits to widening the private road.
After discussion, a council member moved and the council seconded a motion to table the annexation to the August meeting to allow staff and the applicant to provide additional information, including final easement documentation and clearer engineering plans.
