Kenly council approves UDO change to allow truck and automotive repair in B-3 zone

The Town of Kenly voted unanimously on Nov. 10 to amend its Unified Development Ordinance to allow automotive and truck repair in the B-3 zoning district.
Tony Sears, the town—s interim town manager, presented a public hearing on Ordinance #2025-11-01 after a request from Jimmy Taylor of Bartlett Engineering. Taylor told the council the omission of automotive/truck repair from the B-3 permitted-use list appeared to be an oversight and that allowing the use would let an applicant use a property near Woodard and Hershey Drive without seeking rezoning. Council members said existing UDO standards would continue to regulate operational details such as screening, hours and site layout.
After closing the public hearing, the council adopted the ordinance by a 3-0 vote. Council Member Mark Smith made the motion and Council Member LaWanda Neal seconded.
Why it matters: the change aligns Kenly—s code with adjacent B-2 rules and allows a specific property owner to proceed under the current zoning designation rather than pursuing a rezoning application, which can be lengthier and more uncertain. The council and staff emphasized that the UDO—s operational standards remain in place to address nuisance and safety concerns.
