City of Richardton approves budget adjustments, authorizes hiring ad and adds HSA option

President Jesse Aman presided over the meeting, during which commissioners voted to increase Fund 300 by $55,000 to cover engineering for sewer‑lining Phases 2 and 3 and to adjust Fund 208 (a $7,000 pass‑through for the Baseball Club). The commission also approved a $12,300 increase to Fund 502’s maintenance account to purchase a lagoon mixer.
Commissioner Darcy Dressler moved to add a high‑deductible HSA health insurance plan to employee benefits, with the city paying 100% of the premium for the employee and spouse beginning Jan. 1, 2026; Commissioner Ben Bohn seconded the motion, which carried. The body also approved advertising for a public‑works assistant at $22.00–$26.00 per hour for a 32–40 hour workweek with full‑time benefits; Commissioner Darcy Dressler moved the ad and Ben Bohn seconded.
City Auditor Marcy Kuntz moved approval of the listed expenditures and financial reports; Dallas Hauck seconded and the motion carried. The minutes record payments to multiple vendors and institutions, including Bank of North Dakota ($124,824.36), SEH ($15,414.32), MGM ($11,900.56) and SW Water ($8,110.58), among others. The commission reviewed bank statements, income and balance sheets and the sanitary sewer project report.
Other approved items included a road closure on Oct. 25 for an event at the Farley building and a local permit for a Richardton Taylor Booster Club sports pool. Commissioners discussed an ordinance violation and agreed to involve the Stark County Sheriff’s Department and attorney Krebs for follow‑up.
The meeting adjourned at 7:57 p.m.; the minutes state the next regular commission meeting as Oct. 13, 2025 at 6:00 p.m. These minutes were published prior to formal review and revision of the governing board’s written minutes.
