Jackson County commissioners continue Del Rio Vineyard zoning hearing to July 29

The Jackson County Board of Commissioners voted unanimously July 1 to continue a public hearing on a Planning Commission recommendation and a proposed Minor Comprehensive Plan and Zoning Map Amendment to July 29, 2026.
The matter concerns a Statewide Planning Goal 11 exception sought to allow connection to a future Rogue Valley Sewer Services sewer line and would add 14 parcels (19 tax lots), totaling 797.55 acres, to Area of Special Concern 2003-1. The parcels are zoned Woodland Resource, Exclusive Farm Use, Rural Residential-5 and Rural Residential-2.5 and are located near Wards Creek Road, Sardine Creek Road, Highway 99 and North River Road, Gold Hill. The application is File No. 439-25-00005-LRP; the applicant is represented by O'Connor West LLC for Del Rio Vineyard LLC, Wallace Family Trust, Lynn M. Steele and Donna Christella Williams.
"We have no objection to the continuance," said Dan O'Connor, agent for the applicant, who told the board additional materials were submitted the previous Sunday and that a noticing issue affected timing. Planner III Dawn Cox said staff recommended the continuance so staff could review the newly submitted information.
Chair Rick Dyer said he felt the request for additional review time was reasonable. Deputy County Counsel Pete Philbrick read the hearing admonishments and Section 213.07 of the Codified Ordinances of Jackson County to establish the public hearing procedures; Commissioner Colleen Roberts disclosed an ex parte contact in January 2026 with a Mr. Wallace and said she had not reviewed the file.
Commissioner Randy Sparacino moved to continue the hearing to July 29, 2026, at 1:30 p.m.; Commissioner Colleen Roberts seconded. Commissioners Sparacino, Roberts and Dyer voted aye, and Commissioner Dyer continued the meeting at 1:39 p.m. to the new date. The continued hearing will be held at the Jackson County Courthouse Auditorium and by audio/videoconference.
Staff materials and the supplemental information submitted by the applicant will be available in the record for the continued hearing; the minutes of this session were signed and approved on July 15, 2026.
