Board lifts most conditions on Leonard's Package Store, keeps signage requirement

The Fall River City board voted on July 15 to lift most restrictions previously imposed on Leonard's Package Store, while keeping in place a requirement that the business maintain posted signage against loitering and trespassing.
Chair Gregory Brant summarized police feedback that the owner had complied with prior conditions and said the board had been shown evidence of compliance. A representative for the business offered what he described as “a stack of paper” containing daily photos taken to document that sidewalks and the parking lot were clean and that signs remained posted.
The board discussed the original conditions — shortened hours, private security detail and visible signage — and noted that officers reported no recent incidents. After considering the evidence, a board member moved to remove all restrictions except for maintaining the signs; the motion passed on a voice vote.
The board directed the police department to notify it should new incidents arise; otherwise, the owner was cleared to operate under ordinary licensing rules through the end of the summer monitoring period.
