One resident who reviewed the draft said the referenced section appears to regulate private neighborhoods or homeowner‑association roads rather than private property generally, and asked whether private property use would be restricted. The resident also noted there is no clear reclaim window or disposal provision for impounded e‑bikes. Town staff said local law enforcement has the practical responsibility for any impound and tow; typically a tow company stores towed items and the owner may reclaim the vehicle by paying the tow and storage fees, often the next day.

The town indicated it has discussed procedures with the county sheriff’s office and that most impounds related to minor incidents are handled by the tow provider rather than the sheriff’s impound lot; if a criminal investigation is involved the sheriff’s office may retain possession. Board members asked staff and counsel to confirm definitions and add any needed time limits or disposal language before a final vote.

No formal vote on the e‑bike regulation occurred at the meeting; staff will return suggested clarifications at a later meeting.
