Richland County approves joint powers agreement with neighboring counties and converts jail position to full-time

At its Dec. 3 meeting the Richland County Board of Commissioners approved two actions addressing law enforcement operations and staffing. The board voted unanimously to enter a Joint Powers Agreement with Ransom and Sargent Counties, and separately authorized converting a part-time corrections position to a full-time position before 2025 to help address staffing shortages in the county corrections facility.
Sheriff Ruhl requested both items; the motion to approve the joint powers agreement was made by Nathan Berseth and seconded by Rollie Ehlert and passed unanimously. To address short-staffing in Corrections, Berseth moved and Goerger seconded a motion allowing the Corrections department to add the full-time equivalent position approved for 2025 immediately; the board voted unanimously to allow the conversion ahead of the 2025 budgeted FTE.
The JPA is intended to formalize cooperative arrangements with neighboring counties for shared services; the minutes do not list additional contractual details or effective dates. The board recorded the changes with unanimous votes and did not attach conditions in the minutes.
