Volunteers of America outlines Stanford ‘Freedom House’ site where mothers can stay with their children during treatment

Stephanie Hoskins, a Volunteers of America representative, told the Stanford City Council on Feb. 13 that VOA is planning a Portman Avenue location for a residential program called Freedom House aimed at pregnant and postpartum mothers and their children.
"What sets their program apart is that mothers can bring their kids with them to treatment (no matter the number of children)," Hoskins said. She described VOA's current local presence (an Otis Court office open Monday–Saturday, 8 a.m.–8 p.m.) and said VOA operates Recovery Services, Honor, a restorative-justice youth program, and workforce programs in Lincoln County.
Hoskins said VOA's Midstates region (based in Louisville) and national headquarters (Alexandria) have invested about $1.8 million in the region and that VOA has created 12 jobs locally across Rockcastle, Pulaski and Lincoln counties. She said demolition of the former hospital on the Portman Avenue parcel has begun and VOA hopes to begin construction soon; the organization is also exploring affordable and transitional housing on the site.
The presentation highlighted service details that could affect local demand for maternal-focused substance-use treatment and for supportive housing. Council members did not take formal action on the site during the meeting; Hoskins indicated VOA will continue coordination with city officials as plans progress.
