Franklin board adopts multiple student‑related policies, approves 2025–26 calendar and out‑of‑district placements

At its Feb. 10 meeting the Franklin Borough School District Board of Education adopted several policies on second reading and approved key education items for 2025–26.
The board adopted second readings for Policy 5512 (Harassment, Intimidation, or Bullying), Policy & Regulation 5516 (Use of Electronic Communication Devices), Policy & Regulation 5533 (Student Smoking), Policy 5701 (Academic Integrity), Policy 5710 (Student Grievance), Policy & Regulation 7441 (Electronic Surveillance in School Buildings and On School Grounds) and Policy & Regulation 9320 (Cooperation with Law Enforcement Agencies). The Board also adopted Policy 8500 (Food Services) on second reading under Finance.
Superintendent John R. Giacchi reported school updates including the 100th day of school and a student teacher placement; the board approved the 2025–26 school year calendar and accepted Sussex County Educational Services Commission 2025–26 tuition rates. The board approved out‑of‑district placements including Northern Hills Academy (start Jan. 15, 2025) at an annual tuition listed as $84,660 plus transportation, and a placement at Lakeland Andover with a tuition formula leading to $30,600 for a 90‑day period.
The board also approved a May 22, 2025 field trip for the Second Growing Stage Theater performance and several services such as speech and language evaluations at $475 per student. These education and policy items were approved as part of the Education Committee agenda by roll call vote.
The minutes show no public comment on these items during the meeting; the Board entered executive session later to discuss a confidential HIB matter and personnel.
