Franklin Borough board approves staff appointments, stipends and two unpaid suspensions

The Franklin Borough School District Board of Education approved a slate of personnel actions at its Dec. 9 regular meeting, including appointments, resignations, stipends and two unpaid suspensions.
On the motion of Erin Henry, seconded by Wayne Bartron, the board approved use of $250 for Ariadne Diaz‑Rojas as the district’s 2024–25 Governor’s Educator of the Year award recipient. The board also accepted two resignations: Nicole Amado Scaglione, a part‑time paraprofessional (last day Dec. 13, 2024), and Savanah Rivera, speech‑language pathologist (last day Jan. 22, 2025).
The board appointed Jordan Cross and Christina Nogueras as part‑time paraprofessionals (.71 FTE) at $19.00 per hour, not benefit eligible, with an additional $2.00 per hour differential when providing a higher level of care. Brandie DiCarlo was appointed a long‑term substitute preschool teacher for approximately Feb. 14–May 2, 2025 at $170 per day for the first 60 days, with placement on the BA Step 1 salary guide (prorated) and benefits eligibility beginning on day 61, pending completion of required documentation.
Board members also approved new or non‑stipend club stipends of $500 for several clubs — Franklinites Dance Club (fall and spring sessions), Fiber Optics Club (fall and spring) and RISE Club — noting that where two advisors are listed the $500 will be split ($250 each). The board approved extra‑curricular job descriptions for TREP$ Market Moderator, TREP$ Assistant Market Moderator and Yearbook Assistant Advisor.
The superintendent recommended and the board approved a one‑week (five‑day) unpaid suspension, to be scheduled at the superintendent’s discretion, for employee #755 and a separate one‑week unpaid suspension for employee #569 in accordance with executed settlement agreements. The motions were recorded as approvals of personnel actions; no additional disciplinary details were disclosed in public minutes.
The board also amended the end date for a $2.00/hour compensation differential for paraprofessionals providing a higher level of care, removing the differential for Jesse Artega effective Jan. 2, 2025.
The meeting record notes that all appointments and personnel actions were pending receipt of required documentation where applicable. The board adjourned following routine business and an executive session later in the meeting.
