Occoquan council approves encroachment license for 450 Mill Street and grants $10,000 raise to town manager

The Occoquan Town Council unanimously approved an encroachment license for 450 Mill Street and authorized a $10,000 annual salary increase for Town Manager Adam Linn at its meeting Tuesday evening.
Councilmember Eliot Perkins moved to adopt the encroachment license; Councilmember Nancy Freeborne Brinton seconded and the motion passed by roll call vote with all listed members voting aye. The encroachment item was considered under Regular Business following routine consent-agenda approvals and an amended set of minutes from Nov. 6, 2024.
The salary decision followed a closed-session personnel discussion convened under Virginia Code § 2.2-3711(A)(1). Vice Mayor Loges moved to approve an annual $10,000 increase for the Town Manager, effective Jan. 1, 2025; Councilmember Cindy Fithian seconded and the motion passed by roll call with all listed members voting aye. Before the vote the Council voted to certify that only the matter specified in the closed-session motion had been discussed.
The consent agenda — including adoption of the Town’s 2025 regular meeting schedule and an amendment to the Nov. 6 minutes to change wording in the Town Attorney’s Report to read “as long as it doesn’t reveal any confidential tax information” — was approved earlier in the meeting. Councilmember Eliot Perkins had moved to approve the consent agenda; Vice Mayor Loges moved to approve the amended minutes. Both motions passed by voice vote.
No additional procedural steps were recorded for the encroachment license or the salary increase; the minutes reflect unanimous support among the members listed in each roll call. The meeting adjourned at 9:10 p.m.
