Pottawattamie County hires inspector firm for Trailblazer CO2 pipeline

Pottawattamie County approved a contract with Snyder & Associates for county inspector services on the Trailblazer CO2 pipeline and related pipeline oversight, the board recorded on Feb. 24, 2026.
County Engineer Andy Wicks, Planning Director Matt Wyant and Kristina Paradis from Snyder & Associates appeared before the board to discuss the proposed inspector services. After presentation and discussion the board voted to authorize the county chair to sign the Snyder & Associates agreement to provide inspector services on the Trailblazer CO2 pipeline; the minutes record the motion carried unanimously.
The county’s contract authorizes third‑party oversight on pipeline inspection and reflects the county’s effort to use an external consultant to perform technical review, inspection and reporting for CO2 pipeline work within county jurisdiction. The minutes do not include detailed contract terms in the text; the executed agreement will specify scope, deliverables, fees and inspection obligations.
The county also later approved an administrative fee of 10 percent on CO2 pipeline inspection invoicing to cover county administrative expenses, to be charged from the Board’s budget (Motion recorded May 5, 2026). That fee was approved to cover county administrative costs associated with invoice processing and oversight.
