Town Manager Adam Linn told the council Bates had proposed a 38% increase in April, citing higher county tipping fees, and submitted an invoice in August reflecting that increase. The Town Manager declined the invoice and initially authorized the prior contract amount plus a 3.5% increase. Bates later negotiated to roughly an 8–9% increase; because contract adjustments above 3.5% require council approval, Councilmember Theo Daubresse moved to authorize execution of an amendment not-to-exceed a 9% annual increase. The motion passed unanimously by voice vote.
