Scott County approves $52,800 in opioid-settlement funds for CEASE youth services

The Scott County Board of Commissioners voted to approve a $52,800 grant from restricted opioid-settlement funds to expand services run by CEASE, a local peer-based recovery and youth-intervention program.

CEASE representatives told the board the program runs a day-reporting alternative, one-on-one youth peer services, monthly mobile health screenings and community grief and bereavement groups. A CEASE presenter said the program has screened 99 people since April and asked the county to expand paid hours and staffing to maintain services: “So all in all, we’re asking for 52800 dollars from restricted opioid funds,” the presenter said.

Commissioners questioned whether restricted settlement money could be used to renovate county-owned space for program use. County staff and counsel were asked to review the settlement documents and return with guidance. One commissioner said the $52,800 request was modest compared with the services proposed: “I honestly think 52,800 is a small request,” the commissioner said.

The board approved the funding and also authorized staff to pursue a memorandum of understanding for additional program space, with the caveat that counsel will confirm allowable uses of restricted funds before renovation spending. Commissioners asked CEASE to appear on the next agenda if further detail is required.

The action passed by voice vote. Next procedural steps: counsel will review settlement restrictions and the CEASE representative will coordinate with county staff on space options and any required follow-up materials.
