The Moultonborough Board of Selectmen on July 7 handled a slate of routine municipal actions: they denied three tax abatement applications, approved one abatement refund, accepted several capital and paving bids, adopted a package of police policies (with two Primex‑recommended items pulled for further edits), and authorized a municipal prosecutor agreement and an annual interagency memorandum of understanding.
Tax matters: The Board voted 3–0 to deny tax abatements filed by Duncan S. Blake (75 St. Moritz Street, MBLU #098‑054‑000), Jo‑Ann Nessalla (vacant parcels on Cortina Street and Albert Street, MBLU #122‑005 and #122‑009) and John and Mary Norton (110 Beechwood Circle, MBLU #167‑018). The Board approved a $9,112 tax abatement refund to CB Sports, LLC for 2025 taxes on MBLU #242‑025 (30 Cooks Point Road).
Procurement and capital projects: Selectmen accepted Battaglia Foundations Inc.'s bid of $68,200 for the DPW ClearSpan foundation, ADF Flooring, LLC's bid of $38,426.40 for flooring replacement at Police Department and Town Hall, and Peckham Road Corp (GMI)'s $1,139,397.50 bid for the FY2027 Road Program & Pathway Phase 3, each authorized for signature by the Town Administrator. The Board also waived bidding to accept All State Construction, Inc.'s pavement preservation proposal for $313,742.22.
Policies and legal services: The Board approved an array of Police Department policies (Interview Rooms; Juvenile Interview and Interrogations; Bias‑Free Policy; Body Armor; Hearing Impaired and Disabled Communications; Promotional Policy) after removing the Hostage Barricaded Subject Incident and Lock‑up Facility policies for edits and return on July 21. The Board accepted the recommendation of the Police Lieutenant to contract municipal prosecutor services with Seacoast Law for the 07/01/2026–06/30/2027 budget year and authorized the Town Administrator to sign.
Interagency agreement: The Board renewed the annual memorandum of understanding for the Regional Special Operations Group (terms unchanged; host agency Laconia) and authorized the Town Administrator or Police Lieutenant to sign. All formal motions recorded in the minutes carried by a 3–0 vote.
Citizen comment and administrative notes: Resident Joe Cormier raised concerns about school district finances and House Bill 1610; Chairman Quinlan clarified the current law allows school boards to retain 5% of the appropriation and that the proposed change would have reduced retention to 3%. Town Administrator Angela Bovill reported a $7,237 Primex workers' compensation surplus return recommendation to apply as an invoice credit and noted the fiscal year began July 1, 2026. The Board entered non‑public session under RSA 91‑A:3, II and adjourned at 6:27 p.m.
