Commission discusses inconsistent trash collection and illegal dumpster dumping

Residents and commissioners spent a substantial portion of the meeting discussing recurring complaints about loose trash and improper use of business dumpsters.

A Resident said people have been using a private business’s dumpster and leaving loose trash next to public receptacles, which has caused complaints. Committee members acknowledged the inconsistency in pickup seen since the holidays.

A Staff member explained the city’s ordinance requires that garbage be bagged and placed in containers for collection and said crews exercise discretion for small or easily handled items because of worker-safety concerns. "The ordinance states that garbage is to be in bags and placed in the container for us to pick it up," the Staff member said.

Staff noted options available to households that consistently produce overflow: a second trash can may be authorized by the public-works director, but that typically carries an additional monthly fee. Commissioners said illegal use of private business dumpsters is an enforcement matter; businesses that own private dumpsters may press charges and staff suggested the police department could be involved when necessary.

Commissioners directed staff to continue educating residents about the requirement to bag trash and to follow up on enforcement referrals. No formal ordinance change was proposed during the meeting.
