Stanford council honors Detective Joe Gilliland’s 49 years in law enforcement; introduces new officers

The Stanford City Council on Oct. 10 recognized Detective Joe Gilliland for 49 years in law enforcement and received several personnel and community updates.
Tom Bustle, representing the General Grand Council of Cryptic Masons International, presented Detective Gilliland with the First Responder's Recognition Medal and certificate. Family members and fellow officers attended the presentation recorded in the minutes.
Chief Zach Middleton introduced Officer Kaleb Phipps as the department’s newest graduate of the police academy and said Recruit Kelby Petrey is scheduled to begin academy training in January 2025. The introductions were framed as personnel updates to bolster the department’s staffing levels.
During public comment, resident Lucille Sudduth asked the council about right-of-way flow in the single-lane area in front of McDonald's/Lee's in Lincoln Plaza and requested contact with the owner of a field behind her home to arrange mowing. Mayor Dalton Miller said he would call the property owner to ask whether signage could be added to clarify traffic flow and to follow up on the mowing request.
Mayor Miller also noted that it is Fire Prevention Week and urged residents to "check the batteries in your smoke detectors." He reported a recent insurance audit that went well and said the city could lower its insurance rate by up to 12 percent; he also mentioned that the Street Department anticipates spending $3,000–$4,000 to repair an F-250 truck. The council adjourned at 6:57 p.m.
