Stanford council approves cannabis-business rules, adopts 4% tax increase and OKs water project financing

The Stanford City Council on Sept. 12 adopted new rules for cannabis business operations, approved a 4% increase in the city's 2024 tax rates and authorized updated Rural Water financing to complete a pump station project.
The council held a second reading and then voted to adopt Ordinance 220.30, which sets local regulations for cannabis business operations. City Attorney John Hackley read the ordinance summary before the roll-call vote. Councilman Eddie Carter, Ronnie Deatherage, Jason Hignite and Jerry Wilkinson voted in favor; Councilman Bill Miracle and Councilman Joe Tackett abstained. The ordinance passed by a 4-0 tally with two abstentions.
The council also completed the second reading and adopted Ordinance T2024, which implements a 4% increase in the city's 2024 real and personal property tax rates. City Clerk Jone Allen read the second reading; the motion to approve carried unanimously.
Separately, the council approved Resolution W2024-0912, an update to a prior resolution seeking financing through the Kentucky Rural Water Financing Agency to complete Phase 1B of the local water project, a pump station on Brock Drive. Councilman Eddie Carter moved for approval, seconded by Councilman Bill Miracle; the motion carried.
There was no public comment during the hearing held prior to the meeting on the tax ordinance. The council also approved the Aug. 8, 2024 minutes and adjourned at 7:00 p.m.
