Jackson County commissioners unanimously approve annexation, fee updates, FAA grant, construction contract and multi‑decade park lease

The Jackson County Board of Commissioners voted unanimously June 24, 2026, to approve a series of orders ranging from a property annexation to multi‑year contracts and a long‑term park lease.

In the meeting’s most consequential administrative actions, the board approved annexation of a 15.09‑acre parcel at 10150 Blackwell Road in Central Point into Jackson County Rural Fire Protection District No. 3 (Order No. 171‑26). County staff and counsel told the board that the annexation petition, filed May 20, 2026, complies with the local comprehensive plan and the statutory process under ORS 198.857; no members of the public spoke during the hearing and the board closed the hearing and approved the order by unanimous vote.

Also approved was a periodic update to county fees (Order No. 172‑26) that staff said is required under ORS 203.115 and subject to public hearing under ORS 294.160. County Administrator Danny Jordan presented the fee schedule and told the board the changes are intended to align charges with the cost of services; Commissioner Colleen Roberts said the board had “reviewed the fees extensively” and appreciated departmental vetting, and Commissioner Rick Dyer noted the county’s process for accurately capturing service costs. The fee changes were presented as becoming effective July 1, 2026.

The board accepted a Federal Aviation Administration Airport Improvement Program grant offer to reimburse work on the Corporate Apron Rehabilitation Project at the county airport (Order No. 173‑26). County staff described the scope as rehabilitating the southeast portion of the large general‑aviation apron, reconstructing the northwest portion and a taxilane, and updating the pavement maintenance plan. The commissioners approved the grant acceptance unanimously.

On procurement, the board authorized a Construction Manager/General Contractor contract with KNO Construction, LLC for the Dog Control Facility project (Order No. 174‑26). The county said three firms responded to the solicitation and KNO was selected after interviews and scoring; the CM/GC role includes design‑development support, constructability reviews, value engineering and establishing a guaranteed maximum price.

Following state adoption of the 2025 Oregon Fire Code, the board approved orders to make Fire District No. 3’s Ordinance No. 23 (Order No. 175‑26) and Fire District No. 5’s Ordinance No. 16 (Order No. 176‑26) effective within Jackson County as required by ORS 478.924. County staff told commissioners the 2025 code is adopted statewide by the Oregon Department of State Fire Marshal under ORS 476.030 and OAR chapter 837, and the county approvals allow the district codes to apply within the county.

The board also approved a participation agreement with Jefferson Health Information Exchange, now doing business as Reliance eHealth Collaborative, to continue the county’s authorized access to client medical records for continuity of care (Order No. 177‑26). Staff said the exchange has provided access under the prior name since July 2016 and requested execution under the organization’s new trade name.

Finally, the board approved a 50‑year lease with the Oregon Department of Fish and Wildlife for Rogue Elk Park in Trail, Oregon (Order No. 178‑26). County staff described the lease as a no‑cost arrangement enabling the county to continue operation and maintenance of park facilities along the Rogue River.
