Petroleum County commissioners appoint chair, adopt FY25 resolutions and approve payroll; courthouse demolition to begin

The Petroleum County Commissioners on Jan. 6, 2025, appointed Commissioner Paul McKenna as chair and Commissioner Craig Iverson as vice chair, adopted three Fiscal Year 2025 resolutions on meeting dates, travel and meal rates and jail incarceration rates, and approved payroll, timecards and claims.
Commissioner Paul McKenna was appointed chair after a motion from Commissioner Craig Iverson that Commissioner Sigrid (Sig) Pugrud seconded; the motion carried. Pugrud then moved to appoint Iverson as vice chair, with McKenna seconding; that motion also carried. The meeting was called to order at 9:07 a.m. at the Petroleum County Courthouse in Winnett.
The board adopted three resolutions for FY25. Commissioner Sigrid Pugrud moved and Commissioner Craig Iverson seconded each measure; the minutes record each motion as "carried." The resolutions addressed: the commission meeting schedule for FY25 (Resolution 2025-1), travel and meal rates for FY25 (Resolution 2025-2), and setting jail incarceration rates for FY25 (Resolution 2025-3). The transcript does not include vote tallies for those motions.
Clerk Jess Hoge presented timecards, payroll and claims for review. Pugrud moved to approve them and Iverson seconded; the motion carried. The minutes record no public comments during the public-comment period.
On operations, the board noted snow-plowing activity and that Road Supervisor Ray Rowton was absent. Commissioner McKenna said a resident, Glenda Barbula, had called to request plowing to allow delivery of animal feed. Commissioner Pugrud reported receiving an email about a grant that needs attention and said she will follow up; she is listed as the DES contact for the county until the position is filled. The treasurer had no report.
Project representatives — including Brad Kahler, Robie Culver and Cody Hammel (participating via videoconference) — updated the board on the courthouse renovation. A construction foreman for contractor TW Clark was reported to be on site to begin demolition, but Kahler had not yet sent finalized demolition drawings. The project team planned to meet at Kahler’s office on Friday to finalize drawings, review permits and confirm timeframes.
Other administrative matters included a planned bookkeeping assistance visit from Nancy Everson and Darla Erickson, a planned grant application to the Montana Department of Agriculture for the weed department to use in the highway right-of-way, discussion of creating a general county fee-rate sheet, and scheduling employee performance evaluations for February. The commissioners also noted there was no update on CCIP (details not specified in the minutes).
