Councilmember Milligan moved to approve Pay Application No. 2; Smith seconded and the motion passed with all five councilmembers voting aye.
Council previously amended the meeting agenda to include the pay application for consideration. Staff and engineers provided updates on paving operations and noted potential paving concerns that remain under review. The council approved the payment but did not act on any change order at the July 13 meeting.
