Board allows homeschool athletes but bars online charter participants for 2026–27

The Chino Valley Unified School District governing board on July 13 approved two separate athletics policies: allowing resident homeschool students who meet county affidavit and residency requirements to participate in district athletics, and continuing a prohibition on online charter-school students participating at Chino Valley High School for the 2026–27 school year.
Mister Foster (Speaker 3), who presented the athletics items, said AIA Article 15 permits bona fide homeschool students to play if they provide residency proof and an affidavit from the county school office. He told the board the district has had substantial interest from homeschool families and recommended continuing the existing practice that accommodates them under those conditions.
Foster and other board members also argued online charter students should not be allowed to participate because those schools receive state funding for enrolment while the district subsidizes athletics from its maintenance and operations budget. Board discussion noted the district spends roughly $600,000 a year on athletics beyond what it collects in pay-to-play fees; allowing online charter participants would increase costs and could disadvantage resident students.
Following discussion the board voted to approve allowing homeschool participation and to continue prohibiting online charter students from participating in CVHS athletics for the upcoming school year.
What’s next: Athletic staff will implement procedures to verify homeschool affidavits and continue current protocols denying online charter participants.
