At the meeting staff listed the applicants — “mister Shiffer, miss Nancy Wolf, and miss Alice Minsteiner” — and Commissioner (speaker 2) moved to appoint Jesse Shiffrell. The motion was called and carried by roll call with all commissioners recorded as voting in favor.
