Angel Fire council approves several CPI-based rate and fee increases for utilities and services

The Village of Angel Fire approved a package of resolutions adjusting utility and service fees for the upcoming fiscal year, citing CPI increases from the Bureau of Labor Statistics.
Staff presenters said the adjustments reflect the BLS CPI as of 12/31/2025 (several items referenced a 4.7% figure). Resolutions adopted included:
- Resolution 2026-23: Water/sewer availability fees (proposed monthly and quarterly billing amounts). - Resolution 2026-32: Water and sewer rates, including fire/domestic use; tied to the CPI figure described by staff. - Resolution 2026-34: Schedule of tap fees for multifamily structures; rescinds prior tap-fee resolutions. - Resolution 2026-51: Meter installation charge (new business item H in amended order). - Resolution 2026-35 and 2026-33: Solid waste transfer and trash service rates; changes include a per-ton rate for weighed materials and yardage rates if scales are unavailable.
Mike Dunley and director-level staff presented the calculations and fielded council questions about rounding and billing cadence (quarterly vs. monthly). Councilors asked for confirmation that the proposed quarterly billing divided by three equates correctly to the monthly rates; staff confirmed the proposed FY27 figures were correct and said they did not round in ways that would exceed the CPI calculation.
Each resolution was moved, seconded and adopted by roll-call vote during the meeting.
Next steps: staff will implement the rate changes for the new fiscal year and reflect the rescissions of previously adopted resolutions in billing systems.
