Rolla council calls for bids on 64-acre lease, approves recreation tax ballot measure and daycare lease

The Rolla City Council on March 16 approved a slate of administrative actions recommended by its Administrative Committee, including calling for new bids on a 64-acre land lease, placing a public recreation system tax levy on the June 9 ballot, and approving a revised lease for Rolla Community Daycare.
Member Counts reported that previously advertised bids for the parcel identified as SW 21-162-69 (64 crop acres) had expired; the council voted to call for new bids with a review date set for April 15, 2026. The motion to call for bids carried unanimously.
The council also approved placing "Rolla City Measure #1 Public Recreation System Tax Levy" on the June 9, 2026 primary-election ballot under North Dakota Century Code 57-15-10(13). The motion to add the measure to the ballot was made by Paul Frydenlund and seconded by Counts and passed on a unanimous vote.
A joint powers agreement between the City of Rolla and Rolette County covering joint election administration was reviewed and approved. The council further approved a revised 2026 lease for Rolla Community Daycare effective May 1, 2026; the lease was submitted Feb. 27, 2026 and signed by daycare representative Tracy Vondall. All motions related to these administrative items passed with unanimous "Aye" votes by members present.
