Rolla authorizes engineering application for water-treatment-plant upgrades

The Rolla City Council on Feb. 18 authorized Interstate Engineering to submit an application to the North Dakota Department of Water Resources seeking cost-share funding for engineering design of upgrades to the city’s water-treatment plant.
Wade Senger of Interstate Engineering updated the Public Works Committee on the plant assessment and potential options, including building a new plant or renovating the existing facility. Following that update, Councilmember Clarence Booth moved and Damond Schemmel seconded a motion authorizing Interstate Engineering to pursue a DWR application for design plans; the motion passed unanimously.
Council members noted recent operations work: a leak in the ground-storage reservoir tank on the west side of the plant has been repaired and inspected, and staff are working with the Department of Environmental Quality on adding sodium hydroxide treatment to adjust pH levels. Council also recorded a recent sewer-line repair on 9th Ave NE and discussed the failed Flex Funding paving grant; staff will consider prioritized street and underground-water-line projects for the coming construction season.
The authorization permits the engineering firm to seek design cost-share funding; any construction funding or contract awards would require separate council approval. Council asked staff and Interstate Engineering to report back on the DWR application status and any proposed project cost estimates.
