Brian Head adopts 2027 fee schedule; utility rates unchanged, $1.50 utility tech fee added

The Brian Head Town Council adopted a consolidated fee schedule for fiscal year 2027 on June 23 that keeps utility rates unchanged but introduces several targeted adjustments and a new technology fee for utility billing.
Town Clerk Nancy Leigh presented the Consolidated Fee Schedule. Key changes included no increase to utility rates; a reduction in disproportionate nightly rental fees (cabins from $539 to $515 and condominiums from $197 to $190); two new road bond fees (for gravel and paved roads); and an adjustment to water meter fees that lowers residential costs while increasing commercial rates to reflect actual Town costs.
Town Treasurer Shane Williamson explained the new merchant-services arrangement that allows the Town to pass credit-card processing fees through to customers for general (non-utility) services. For utility billing, a $1.50 technology fee per bill will be implemented to help offset processing costs, with the fee waived for customers who enroll in paperless billing or automatic payments. Williamson noted the town is at 71% auto-payment enrollment for residential utility accounts.
Council discussed whether the $1,000 Special Assessment Area (SAA) application fee should remain; Town Manager Bret Howser explained the fee covers substantial pre-application staff and attorney time that cannot be recouped from bond proceeds until after a Notice of Intent is approved. The Council left the fee in the schedule as presented.
Council Member Martin Tidwell moved to adopt Resolution No. 26-576 adopting the FY2027 Consolidated Fee Schedule with a minor formatting correction; Council Member Logan Cruz seconded. The motion carried 4-0-0.
Next steps: updated fee schedule materials will be published and staff will implement the new merchant-services and utility technology-fee processes consistent with the resolution.
