Roger Mellem sworn in as North Bay village president after Schall resignation

Panthofer reported that Mark Schall resigned by email on July 9, 2025 and that Mellem completed his Oath of Office at Village Hall on July 14, 2025.
The meeting opened at 7:00 PM with a roll call that recorded President Roger Mellem; Trustees Paul Schroeder and Rick Cermak; Interim Constable Rocco Castellano; and Clerk Dori A. Panthofer. Treasurer Robert E. O’Brien was excused. During the meeting Mellem thanked trustees and staff: “I appreciate your trust and fully appreciate all of your skill sets, and all that you do.”
Trustees approved routine governance items, including the approval of seven sets of prior meeting minutes and several administrative and financial motions (see votes at a glance in other articles). Clerk Panthofer reviewed administrative items including permits, the Wisconsin DOR Form AT-827 filing, and upcoming meeting dates. The board adjourned at 8:38 PM.
The appointment and oath took place before this meeting (July 11 appointment; oath July 14); the board’s July 17 discussion was largely procedural and to implement follow-up steps from ongoing matters.
