Commission approves McDonald’s site plan and design review in Horace with tree and snow-storage conditions

Commissioners discussed operational details: one commissioner estimated about 11 cars could queue from the order point to the front of the restaurant; commissioners and staff emphasized one-way circulation and an entrance on the northeast side intended to keep queues on-site. Signage was noted as a separate permitting application and was not decided as part of this approval.
A commissioner moved to accept the site plan including staff recommendations and to substitute the proposed sugar maple with an approved tree from the city boulevard tree list; another commissioner seconded the motion. The commission voted by voice to approve the site plan. The commission then separately moved and approved the design review as submitted.
Conditions and next steps: staff will ensure the site plan notes that snow storage must be at least 5 ft from the property line and will coordinate on an approved tree species from the city's boulevard list to replace the sugar maple. The applicant must submit a separate sign-permit application for freestanding signage; staff said that signage details will be reviewed under that separate application.
