Timm and the consultant team emphasized the need for further coordination with Norfolk Southern, Amtrak, the Virginia Department of Rail and Public Transportation and regional planning organizations, and noted potential phasing and funding routes to accelerate a project if the city pursues it.
Council discussion noted the long time frame in federal/state processes (the consultant estimated 10–20 years if driven solely through federal programs) but also pointed at options to accelerate the work through targeted local or state funding and advocacy. The consultant suggested next steps: formal engagement with state and federal rail stakeholders, scoping engineering work and identifying potential funding sources and champions.
