The City of Suffolk Council on July 15 unanimously approved a conditional use permit allowing Busy Bee's Learning Experience to expand its licensed family day home at 113 Mallard Drive from four to up to 12 children.
Rebecca Faulkner, who identified herself as representing Busy Bee’s Learning Experience and as the occupant of the address given, told council she launched the business in 2022 and has trained staff and a long-standing client base. "I'm requesting the expansion of my current licensed family day home due to the need to provide a larger capacity for my current families," Faulkner said, emphasizing continuity of care for families she already serves.
City planning staff presented the application and confirmed the property is zoned RC (residential compact) in the central growth area; staff recommended approval after reviewing the unified development ordinance criteria and the planning commission forwarded its recommendation by a 7-0 vote. Council member Rector and others praised the Economic Development Authority’s family day home grant and a pilot program that aided the applicant’s licensing and permit costs.
Council moved, seconded and voted 8-0 to approve the conditional use permit; no conditions beyond the standard permit criteria were recorded during the motion. The approval allows Busy Bee’s to operate at the expanded capacity subject to licensing and state ratio requirements.
