Township authorizes bids for leaf and yard waste collection to meet DEP grant rules

Township Manager Carolyn McCreery told the board that a condition for eligibility in the Pennsylvania Department of Environmental Protection's (DEP) "904" recycling performance grant program is that the township provide separate collection and composting disposal of leaf and yard waste and meet specified curbside and drop-off frequencies.
McCreery said the township's current contract with JP Mascara runs through Oct. 31, 2026, and included a one-day curbside pickup in November, December and April plus a monthly drop-off container at William F. Mall Park. Because the contract expires on Oct. 31 the township needs to solicit bids to start a new contract on Nov. 1, 2026 to remain grant-eligible and to lock in fall pickup dates.
The board authorized the manager's office to advertise bids for residential leaf and yard waste collection and disposal, with options for one-year and multi-year offerings to allow staff to evaluate cost tradeoffs. Manager McCreery said last year the board selected a one-year option because multiyear bids had been more expensive at the time; staff will include options for consideration in the solicitation.
