Alsip emergency operations plan posted to county portal; director outlines shelters, tabletop training and next steps

Tracy said the EOP was completed, posted and authorized on the Cook County knowledge management system (KMS) portal in March 2026 after collaboration with Cook County EMRS and external consultants. "The EOP provides much needed information and direction. It's a track to run on," he told trustees, describing a 247‑page base plan supported by 17 functional annexes, seven hazard annexes and ICS forms.
He reported that three shelters — Alsip Marina Park Library, DoubleTree Hotel, and Hamlin Upper Grade Center (District 126) — have been engaged and are expected to sign memoranda of understanding. Tracy described recent activation of temporary EOC coordination during the June 10 severe‑weather event and said the plan and a tabletop training will be used to familiarize department heads with EOC procedures.
Trustees asked whether external signatures or a board ordinance are required for formal approval. Tracy and staff said Cook County does not mandate a municipal ordinance for an EOP posted to the portal; the village may obtain signatures or proceed with a board action to confirm adoption and require that partners sign a memo of understanding for agreed responsibilities.
Tracy said the village has primary and secondary EOC sites (village hall and a backup at Oak Lawn); flash drives and hard copies of the plan will be available in EOCs. Trustees discussed next steps for a short tabletop exercise and the timeline for formal board action.
What happens next: Staff will set up tabletop training, finish shelter MOUs, confirm the question of formal sign‑offs with EMRS counsel and return to the board for a formal acknowledgement/approval action.
