City attorney (Speaker 13) told the commission the attorney's role was to review legal aspects and confirm whether the proposed ordinance complied with state law. "Our role is simply to look at the legal aspects of it and see if indeed your policy coincides with law," the attorney said, explaining the office would flag any legal conflicts but not preclude policy discussion.
