Lannon trustees hire police lieutenant, table assessor revaluation contract and delay ordinance update

The Village of Lannon Board approved a police department hire, deferred action on an assessor revaluation contract and an ordinance update, and agreed to enter closed session on a possible legal matter at its Aug. 11 meeting.
Chief Bell summarized the qualifications of Brad Schlei, saying Schlei retired as a captain from the Milwaukee Police Department after 33 years and was recommended by the Finance & Personnel Committee. Trustees Sommers and Lake moved to hire Schlei for the Police Department; the motion carried unanimously.
President Yates opened a public hearing on an ordinance amendment to align village code on nonconforming uses, structures and lots with recent changes in State statutes. Attorney de la Mora summarized the statutory changes and recommended updating the village ordinance wording. Trustee Grennier and Trustee Sommers moved to table the amendment until next month so staff can provide corrected language.
The board discussed an Assessor’s Revaluation Services contract after the President and Clerk summarized the proposed agreement and Attorney de la Mora raised concerns about contact information, records retention, performance standards, insurance requirements and who would pay court fees if assessments are contested in Circuit Court. Trustees Lake and Moore moved to accept the contract with specific clarifications; that motion failed 4–3. Trustees Battist and Willard then moved to table the contract until next month to clarify language, and the board passed the tabling motion.
Trustees Grennier and Lake moved to approve operator license applications; the motion carried by majority vote with Trustee Moore recorded as abstaining. Trustees Grennier and Moore moved to approve payment of the village’s bills; that motion carried unanimously.
Joe Pulvermacher of the Menomonee Falls Fire Department provided a quarterly update, noting recent weekend flooding and advising residents to call 211 to report flooding issues. Pulvermacher described equipment-replacement timing, saying ambulances are rotated so they remain about 12–15 years old and engines are replaced on about a five-year cycle so none exceed 20 years. Trustee Willard asked about call volumes and EMS responses to Lannon; Pulvermacher said department budgeting and scheduling are managed at the fire department level rather than by the village.
Trustees Lake and Grennier moved to convene into closed session under Wis. Stat. § 19.85(1)(g) to consult with legal counsel about potential litigation regarding 20712 W Main St. The board took a roll-call vote with Lake, Moore, Battist, Yates, Willard, Grennier and Sommers voting in the affirmative; the motion carried. The meeting adjourned at 9:18 p.m. Brenda Klemmer, Clerk/Treasurer, signed the minutes on Aug. 27, 2025.
