Union City Council approves multiple routine motions: easements, subdivision, MMO and property purchase

The Council approved a retroactive easement with property owner Anthony Hickey at 104 East High Street to allow the borough to install a catch basin and to accept responsibility for two catch basins and about 60 feet of connecting pipe; the property owner will dig and maintain a ditch to carry PennDOT’s basin outflow. Councilor Osborn moved the retroactive easement; Councilor Kerns seconded the motion, which passed unanimously.
Councilors recorded receipt of the 2025 Minimum Municipal Obligation (MMO). The minutes list required payments of $48,029 for the non‑uniform pension and $0 for the police pension. Council approved a retroactive purchase of a small parcel from 8 South Street for $500 to support a gazebo project on Municipal Lot #3; the solicitor will complete the survey and purchase paperwork. The Council also authorized an easement with the American Legion for a kayak/canoe launch and maintenance area on the ball field along French Creek; funds for the launch will come from the PA Fish and Boat Commission and the PA Environmental Council. Motions on both items carried unanimously.
Council voted to change its regular meeting schedule for September through April to the first and third Monday of each month at 6:30 p.m.; the next meeting was set for Aug. 27, 2024 and, because of Labor Day, Sept. 16, 2024.
All motions recorded in the minutes were unanimous among members present. The meeting adjourned at 7:06 p.m., followed by an executive session to discuss personnel and contract matters.
