Fulton County Board of Commissioners approves routine resolutions, budget transfers and contracts

At its July 7 session in Wauseon, the Fulton County Board of Commissioners unanimously approved a slate of administrative resolutions: minutes and agenda approvals; payment of bills; appropriation increases and fund transfers; FY27 Title XX profile; a $7,243.42 final pay request to Parsons Excavating; CDBG-related certification for the Ability Center; LEPC appointments; and purchase order/travel procedures.
The Fulton County Board of Commissioners on July 7 approved a package of routine administrative measures, including minutes and agenda approval, payment of bills, fund transfers and several program and contract actions. All motions passed unanimously, 3-0, during the session at 152 S. Fulton St., Wauseon.
Board President Commissioner Joe Short; Commissioner Jeff Rupp; and Commissioner R.J. Lumbrezer handled the session’s motions and votes. Commissioner Jeff Rupp moved to adopt Resolution 2026-428 to approve the minutes from the July 2, 2026 meeting; Commissioner Joe Short seconded and the motion passed 3-0. The board then approved the day’s agenda under Resolution 2026-429 on a 3-0 vote after Commissioner R.J. Lumbrezer moved and Commissioner Short seconded.
The board approved payment of bills under Resolution 2026-430 after the Fulton County Auditor certified fund availability; Commissioner Jeff Rupp moved and Commissioner R.J. Lumbrezer seconded the motion, which passed 3-0. The commissioners reviewed routine reports, including the month-end financial report, Dog Warden reports for the periods ending May 23 and May 30, an amended certificate of estimated resources and the Treasurer-to-Auditor balancing report.
Under Resolution 2026-431 the board authorized a series of appropriation increases and transfers. The changes included modest increases to Pretrial Grant payroll and benefits lines (combined increases in the low tens of thousands across listed grant accounts) and a set of transfers that moved $19,493.93 from the general interest disbursement fund to several program accounts, including CDBG RLF, Housing Rehab RLF, GT&MV and NWOJDC operations and improvement accounts. Commissioner Joe Short moved the appropriations and transfers; Commissioner R.J. Lumbrezer seconded and the resolution passed 3-0.
The board approved the Fulton County FY27 Title XX county profile, as submitted by Amy Metz-Simon, Director of Fulton County Job & Family Services, and authorized the board president to sign the document (Resolution 2026-432). The resolution passed 3-0.
The commissioners approved Payment Request #2-Final to Parsons Excavating for Contract 2025-95, Ditch Improvement Project 2152, in the amount of $7,243.42. Fulton County Engineer Frank Onweller had approved the pay request on June 30; Commissioner R.J. Lumbrezer moved the payment and Commissioner Joe Short seconded. The board adopted Resolution 2026-433 by a 3-0 vote.
The board authorized execution of a Certification of Determination of Subsequent Exemption for a categorical exclusion connected to CDBG Grant 25NR-1AX-25CDBG for The Ability Center, based on documentation submitted by the Maumee Valley Planning Organization (Resolution 2026-434). The resolution was adopted 3-0.
By Resolution 2026-435 the board appointed members to the Fulton County Local Emergency Planning Committee (LEPC) as listed in the resolution’s attachment; the motion passed 3-0.
Finally, under Resolution 2026-436 the commissioners agreed that the county will keep a Purchase Order computer edit list prepared by the auditor on file in lieu of journalizing and approved travel requests as submitted. The motion passed 3-0, and Commissioner Joe Short moved to adjourn the meeting (adjournment recorded at 9:05:17 a.m.).
