At its June 8 meeting, the West Lampeter Township Board of Supervisors approved several planning and development actions, including partial releases of developer financial security and authorization of stormwater and indemnification agreements.
The board approved a partial release for Parkside at Lampeter Phase II in the amount of $183,245.98, leaving a remaining guaranteed balance of $210,086.52, based on an ELA Group recommendation. For Willow Valley Communities Southpointe at Lakes, supervisors approved a waiver/modification and the Second Revised Preliminary/Final Land Development Plan conditioned on ELA review and removed a sewage‑planning requirement with proof that planning is either not required or will be completed before the last building permits are issued. The Willow Valley partial financial‑security release was approved in the amount of $997,043.72, leaving $871,128.16 on the bond. Both Willow Valley motions passed 4–0 with one abstention by Chair Randy Moyer due to a professional conflict.
The Board authorized the Chairman or Vice Chairman to execute all agreements necessary for the John King Poultry Operation stormwater management plan, conditioned on the use of standard Township agreements, documentation and limitation of existing encroachments to their current footprint, updated exhibits, and an ongoing inspection and certification requirement; that motion passed 5–0.
Supervisor Tracy Arnold moved, and Supervisor Geoffrey Beers seconded, to approve an Indemnification Agreement for the Willow Street Pike Retail Center (2504–2508 Willow Street Pike); the motion passed 5–0.
Board members said ELA and township staff will verify previously constructed improvements and the remaining work before final releases are processed. The actions are recorded in the meeting minutes; where Board members abstained the minutes note the reason (Chair Moyer’s professional conflict).
