Community development director flags permit uptick, leaves ADU policy to council

John Delmer, presenting for Community Development, said Bonita Springs has seen an uptick in building permits and site activity as projects move from engineering into construction. He noted redevelopment downtown and singled out recent increases in single-family permits tied to new subdivisions.
Delmer summarized state land-use changes over the last year and reported that proposed statewide standards for accessory dwelling units (ADUs) did not pass the recent legislative session. That outcome means local governments must decide whether and how to allow or regulate ADUs; Delmer asked whether council wanted staff to develop local standards. Several members signaled support to proceed and asked staff to "thread the needle"—permit ADUs without creating unduly burdensome local standards. Council directed staff to prepare proposals for future meetings.
Delmer also discussed business attraction challenges: he said the city lacks large parcel availability (roughly anything over ~8–10 acres) for employers seeking larger campuses, and he recommended exploring options to make larger sites available or to coordinate recruitment efforts.
Council asked for continued reporting and the staff agreed to return with draft ADU language and planning guidance.
