Roger Mellem appointed village president to finish term after Mark Schall's resignation

Constable Rocco Castellano called the Board of Trustees to order at 4:00 PM on July 11, 2025, and announced receipt of an email resignation from Village President Mark Schall dated July 9, 2025 at 7:45 a.m.
Constable Castellano told the board that the village had received a legal opinion from Village Counsel outlining three options to address the vacancy in the Office of the Village President: leave the office vacant until the next election, appoint an individual to fill the remainder of the term, or appoint an individual pending a special election. Castellano recommended filling the position by appointment.
Trustees Paul Schroeder and Rick Cermak and Constable Castellano all indicated they would not accept appointment. Two residents were identified as possible appointees: Rich Schmidt and Roger Mellem. Schmidt removed himself from consideration, and Castellano moved to appoint Roger Mellem, described in the minutes as a past village president, to serve until the end of the current term. Trustee Schroeder seconded the motion.
A roll-call vote followed. Trustee Rick Cermak voted yes, Trustee Paul Schroeder voted yes and Constable Rocco Castellano voted yes; the motion carried and Roger Mellem was appointed village president to complete the term.
After the appointment, Constable Castellano moved to adjourn; Trustee Cermak seconded. A roll-call vote carried and the meeting adjourned at 4:10 PM.
