Clayton discusses budgeting for new truck, police SUV and CCMG paving match

Town of Clayton officials used the July 9 budget workshop to review vehicle needs, insurance and how to fund match requirements for a state paving grant.
Chair proposed budgeting $55,000 for a new truck to ensure coverage for competing bids and related expenses. “If we budgeted $55,000 for a new truck, that would cover either one of those bids,” the Chair said. Members noted bids ranged near $52,755 to about $58,000 and discussed whether to consider good-condition used vehicles as a lower-cost option.
The group also reviewed a potential used 2017 Chevy Tahoe police vehicle available from a Chicago police sale for $24,795 (34,000 miles) as an alternative to a new $54,000 SUV. Members discussed operating considerations including insurance and registration; the Clerk said plates and registration are minimal but insurance would increase the general-fund insurance line and recommended getting a quote from the town’s insurance contact, Jason, to encumber next year’s premium if needed.
On streets, officials agreed that motor-vehicle-highway (MVH) restricted funds are an appropriate source for the required local match on the Community Crossing Matching Grant (CCMG) for paving work. Chair and Clerk identified a set of priority street sections (stop sign to library; sidewalk in front of the Presbyterian Church) and said construction would likely start in spring 2027 with award announcements late November 2026. The Clerk presented fund balances, noting about $101,844 in MVH and additional balances across edit and other funds; an earlier CCMG-related grant payment of $200,764.80 was referenced as previously paid.
No formal motions or votes were taken; staff were asked to obtain insurance quotes and prepare final budget numbers for vehicle purchase options and grant-match planning ahead of the next budget decision point.
