On July 15, 2026, the Town of St John Board of Water Works heard updates on two active infrastructure efforts: a planned Wall Street water main replacement and ongoing work at Wells 8 and 9.
A town staff member said the town council had approved contractor "FH Passion" to do the Wall Street work and that the contractor is expected to begin in about five weeks. The staff member added that an IDEM permit is being prepared for the town's information and submission to the agency.
Those permitting steps matter because the contractor cannot begin construction until the permit is in place and the town completes required paperwork. "I believe the town council approved FH Passion to do that work," the staff member said during the meeting.
Robinson Engineering provided the board with a separate update on two well sites and a nearby project. The firm's representative, identified in the meeting as David, told the board that Wells 8 and 9 are still awaiting final SCADA programming and that the firm is holding a 5% retainage until the systems are programmed and accepted. "We're holding 5% retainage, so once everything's programmed and turned on, if something's wrong, you're still covered," David said, adding that the one-year warranty period will not begin until the board performs final inspections and accepts the work.
On the Kilkenny water-main project, Robinson Engineering said crews chlorinated and flushed the main and are awaiting bacteria sample results before paving can occur. David also described a failed pressure test on the first attempt and a successful test after crews added threaded rod to secure couplings: "We did not pass the pressure test on the 1st time, but we added some threaded rod to kind of close the couplings back up, and it did pass the 2nd time today." The firm said doors and other finishing work remain before the site is complete.
Board members did not debate the updates at length. The staff-provided timeline for Wall Street — roughly five weeks to start — and the hold on final acceptance at the wells indicate the board remains in a monitoring and oversight phase rather than taking immediate new action.
The board did not vote on any change orders or new contracts during the meeting; the next steps are continued permit processing for the Wall Street project and awaiting bacteria-test results and final inspections for Kilkenny and the wells.
