The Town of Clayton council approved the June meeting minutes and the July claim docket by voice vote, then moved on to several infrastructure and property decisions.
During discussion of a property that partially occupies the fire department parking area, a council member moved “that we start with an opening bid to him of $18,000.” Chair said the town would reach out to owner Abbruzzese and noted, “we're willing to pay $18,000 for that part of the property that is the parking lot to the fire department.” The motion passed on a voice vote.
On stormwater work, staff presented two bids with options for either a 6-inch or 12-inch replacement pipe in the alley near Pennsylvania and Ohio streets. Staff recommended the 12-inch option to reduce future blockages. A council member moved to accept Swanson Trucking’s estimate using the larger (12-inch) pipe; the motion carried on a voice vote.
Separately, council members reviewed a vendor proposal to install power outlets on decorative poles for seasonal use but debated configuration and ongoing electrical costs; they agreed to table the Duke Energy/contractor proposal until the next meeting to gather further details on dual outlets, meters and budget impact.
Votes at a glance • Approval of minutes and July claim docket — motion moved by a council member; seconded; approved (voice vote). • Offer to property owner Abbruzzese: opening bid of $18,000 — motion moved by a council member; seconded; approved (voice vote). Town staff will contact the owner and, if requested, may assist with moving a small outbuilding. • Storm-drain work: accept Swanson Trucking estimate using 12-inch pipe — motion moved by a council member; seconded; approved (voice vote).
Next steps noted in the meeting: staff will contact the property owner about the $18,000 offer; work on storm drains will proceed under the accepted bid and the pole-power proposal will return to a future agenda for more information.
