New Castle reviews $611,700 water‑tank job, $75,000 NPS grant, and reallocates $15,400 to finish EV charger installs
Summary
Town Administrator Rob Deary summarized contract awards including a $611,700 Papito Construction job for the Millwood Water Treatment Plant tank, a $75,000 NPS grant (25% local match) for MS4 mapping, and a $15,400 gap reallocated from a NYSERDA grant to complete EV charger installations after Con Edison paused reimbursements.

At its July 14 meeting the New Castle Town Board reviewed a set of administrative contract and grant matters that town staff said require board authorization.
Town Administrator Rob Deary said the board would be asked to extend a contract (DPW2024‑05) for tree removal and related services to Alpine Tree Services and to award a contract to Papito Construction Company for the Millwood Water Treatment Plant heating oil tank. “Total cost of that is $611,700,” Deary said.
Deary also described a proposed resolution supporting a $75,000 National Park Service grant to integrate MS4 (municipal separate storm sewer) data into the town’s ArcGIS mapping system; the NPS grant requires a 25% local match, he said. He noted the town previously received a grant to begin the platform and that this funding would allow staff to finish the system.
On an EV charger grant package, Deary said the town received federal tax credits and a Con Edison reimbursement that originally made the EV charger installations budget-neutral but that Con Edison paused its reimbursement program. The pause left a $15,400 shortfall; Deary told the board staff proposed amending the contract and using $15,400 from another NYSERDA grant to complete the installations and remit payment to Woodhollow Energy Partners LLC.
Deary listed charger locations including the train station (Allen Place), Gedney Park and installations behind Gedney Park. He said some sites planned for three chargers will instead be scaled back because Con Edison is not reimbursing the power‑installation portion.
The board did not debate the merits at length during the meeting; staff said these items were on the consent agenda for approval.
