Clifton Town Council approves site-easement signoff, music-teaching permit and Clifton Day use

At its Sept. 4, 2012 meeting, the Clifton Town Council accepted the treasurer's report, authorized final signoff for a Clark property site-easement, approved a use permit for NOVA Music Centre at 12644 Chapel Road, and authorized town property use for Clifton Day and Kids Fest; several routine minutes and park expenditures were also approved.
The Clifton Town Council met Sept. 4, 2012, at the Clifton Town Meeting Hall and took a series of routine administrative and permitting actions, including approving a site-easement agreement for a Clark residence, granting a use permit for a music-teaching space, and authorizing town property use for Clifton Day.
Treasurer Marilyn Barton presented the financial status for fiscal year 2013 through Aug. 31, 2012, reporting town cash of $463,620, income of $10,953 and expenses of $13,941. Barton told the council that $17,189 in grant revenues had been posted to the Capital Improvement Fund and were offset by $12,979 in expenditures; she also said an approved FY13 budget line item of $200 had been inadvertently excluded from a formula calculation and that she would revise timing allocations and add a note to the financial report. The council voted to approve the Treasurer's Report as revised.
On planning matters, Mayor William R. Hollaway presented the Planning Commission's review of a revised County-approved site plan for the Clark residence at School Street and Clifton Road and a set of deeds of easement. The council voted to approve the site-plan easement in principle, authorizing the mayor to sign off once the town attorney's review and remaining signatures are obtained and confirming that the County E&S, VDOT and County Health Department approvals are in place.
The council also considered a Planning Commission recommendation to approve a use permit for NOVA Music Centre (applicant Erich Russek-Robbins) for a teaching space at 12644 Chapel Road with the hours, days, one employee and two parking spaces specified on the application. The applicant was present and the council approved the permit.
Committee reports noted community activities and infrastructure items. Chuck Rusnak and the History Committee were recognized for installing a Civil War Trail Marker and holding a large dedication event; the Art Guild reported finding exhibition space at a local Wine Shop; the Town Hall Committee reported mildew remediation and discussed installing a card or fingerprint entry system. Special Projects updates covered the Flood Plain Park (work complete; reseeding after Oct. 7) and options for the Triangle design, with council members asking staff to bring sample stone and design refinements to a future meeting and to invite designer Susan Yantis to discuss scope and review phases.
Under unfinished business, Fred Ansick presented a request from the Clifton Business Association (CBA) for use of nearly all town property and signage for the 45th Clifton Day on Oct. 7, 2012; the council approved the request (excluding the 8-Acre Park) and noted coordination would be needed with the owner of the Pink House for parking. Tom VanBlaricom requested use of town facilities and a fee waiver for the CBA Kids Fest on Sept. 15, 2012 (noon— p.m.); the council authorized use of the Children's Park and waived associated fees.
In new business the council authorized spending $1,500 to purchase 60 cubic yards of mulch for the Children's Park and agreed the work could be done using environmentally sound weed control or community-service labor, charging overages to the miscellaneous budget line if necessary. The council also agreed to reschedule the November meeting to Nov. 13, 2012 because of anticipated quorum issues. The meeting adjourned at 9:30 p.m.; the minutes were prepared by Clerk Kathleen B. Volonsevich and later approved Oct. 2, 2012.
