Clifton council accepts $301,000 VDOT Streetscape addendum, authorizes engineering RFP

The Clifton Town Council on Nov. 13 authorized Mayor William R. Hollaway to execute an amendment from the Virginia Department of Transportation adding $301,000 for the first phase of the town's Streetscape Master Plan and directed the Special Projects Committee to advertise a request for proposals for engineering services.
The action, moved by Vice Mayor Dwayne Nitz and seconded by Mayor Hollaway, was approved unanimously. Susan Yantis, reporting for the Streetscape Committee, said the grant requires a 20 percent local match, about $76,000, and projected the project could be completed by 2016.
The council's authorization covers both Mayor Hollaway's signature on Appendix A, amendment number one, to the VDOT agreement and the Special Projects Committee's work to find an engineer to prepare site-plan construction documents for improvements from Ford Lane to Chapel Street. Yantis also said VDOT inspected Floodplain Park and that removal of temporary sandbags and barrels would precede a final inspection and return of the town's $10,000 bond.
The council did not specify the source for Clifton's 20 percent match during the meeting; the Streetscape Committee and town staff will proceed with the RFP and follow-up budgeting steps. The authorization creates a formal procurement path for design and permits needed to move the streetscape project into construction.
