Pardeeville board accepts Schneider/Herwig assessment, schedules April public hearing

President Angela Engelmann and trustees accepted the preliminary assessment report and schedule for the Schneider/Herwig project on March 4 after a presentation by Joe DeYoung of MSA.
DeYoung summarized the proposed sidewalk, driveway apron, and landscaping work and told the board that typical assessment interest rates in the industry include a roughly 1 percentage-point premium over the Village’s standard rate. Trustee Michael Babcock and others discussed right-of-way landscaping and homeowner notice; DeYoung said homeowners would receive mailed copies of the assessment documents.
The board approved the assessment report and the related resolution and document (each motion carried 6-1; Trustee Kristie Chapman cast the lone no vote). The board also set a public hearing for April 1, 2026, at 6:00 p.m.; DeYoung recommended allowing at least one hour for public testimony and keeping the remainder of that meeting’s agenda light.
Why it matters: the assessment and resolution advance a neighborhood infrastructure project that will be paid, in part, through assessments on affected properties; the interest-rate premium and assessment procedures will affect household costs for those homeowners.
Next steps: property owners in the Schneider/Herwig area will receive mailed notices and the Village will hold the public hearing on April 1, 2026. The board may consider final assessment actions after that public hearing.
